In charge of full spectrum of HR duties including recruitment & selection, working with
institution with provide traineeship programme and manpower planning for new centres.
Administration of payroll (<120 headcounts), CPF and IR8A report for submission. Tax clearance
for foreign resigned staff. Oversee Finance functions for Financial Reporting in Management
Meeting and handle year end closing. Details are as followings: -
Human Resource Management
• Administers HR operations processes in the areas of hiring, work pass
management, confirmation of employment, staff movements and processing of staff exits.
• Prepares and maintains employees’ files, ensuring accuracy, compliance and confidentiality.
• Supports the preparation of monthly payroll and ensures prompt & accurate payment.
• Ensures timely and accurate submission of government claims, e.g., NS make-up
pay, government paid leave etc.
• Administration of employee benefit plans in accordance with policies.
• Collates information required for statutory submissions e.g., MOM Surveys.
• Manage training applications, supports registration and payment for training programs.
• Address employees' queries on HR services and applications.
• Communicate with employees on areas such as benefits and claims eligibility
and administration, payroll deductions, retirement, re-employment and termination
guidelines.
• Conduct Induction for new staff, ensure health benefits (insurance) is activated.
• Ensure system integrity, confidentiality and proper maintenance of HR Personnel,
Payroll and staff records.
• Administration of all aspect of leave records and government paid leaves.
• Involve in setting up HR manuals and procedures for organization.
Talent Management
• Partners the business in the identification and management of high potential talent, and
the implementation of succession plans with internal stakeholders.
Employee Engagement & Relations
• Collaborates with Senior HR Managers to plan, develop, implement, and administer HR
processes and programs that increase the productivity, competence, and effectiveness of
preschool teachers.
• Establishes strong working relationship with Line Managers and employees to provide
quality consultation and advice resulting in understanding and application of sound HR
practices.
• Drives employee engagement and satisfaction through promotion of a positive
company culture while balancing employee concerns with all levels of company goals.
• Interprets employee engagement data for Senior Management. Partner with groups to
enable them to drive their own action plans related to improving employee engagement.
• Develop positive working relationships with people through strong inter-personal skills.
• Present and communicate with impact and empathy through clarity in messages, and
engaging audience through active listening and inquiry.
• Promote effective working relationships with people of diverse race, language, religion
or cultures, embracing differences in perspectives, traditions and culture, and adopting
an open mindset at all times.
• Provide consultancy and guidelines to the Line Managers on employees relations,
performance and disciplinary issues. To conduct disciplinary inquiry when required.
Performance, Renumeration & Benefits
• Design/refine processes for higher productivity.
• Support the delivery of the performance management exercise, including annual salary
and performance bonus review cycle, long-term incentive plans cycles or awards.
• Administer salary review and ensure that thorough checks are performed to
avoid discrepancies.
• Monitor the effectiveness of rewards programs and recommend enhancements.
Recruitment & Selection
• Facilitate / Participate in Career Fair.
• Coordinate Walk in Interview with Training Institute.
• Conduct interview with Line Managers for preschool educators.
Learning & Development
• Work closely with Line Managers on training needs for key employees.
• Coordinate yearly training internally to develop soft skills for preschool teachers
and create bonding moments where possible.
Others
• Participate in internal survey, coordinate, and generate data for management reporting, identify the key issues and highlight to the Management.
• Follow-up actions to be accompanied where possible.
• Ad-hoc assignment.
Accounts Function
• Supervise and oversee the accounts of 6 branches.
• Responsible for preparation and submission of quarterly GST.
• Liaise with internal and external Auditors and tax agents on accounts.
• Liaise with bankers for other banking facilities.
• Review and monitor receivables management and collections.
• Responsible for preparing and reporting monthly Financials to Management.
• Preparation of yearly and mid-term review budgets and forecasts.
• Work closely with Line Managers to boost up the sales figures.
• Prepare monthly audit schedules and bank reconciliation.
• Monitors Accounts Receivables and Accounts Payables.
• Monitor stock movement.
• Raise RFQ for all requisition and ensure that all purchases guidelines are adhere to.
